Karl Fedorovich Toll came of an Estland noble family.
He studied in the 1st Cadet Corps there he was one of the favourite students of Michail Kutuzov

Toll got his first military experience in the Italian and Swiss campaign of Field-Marshal Alexander Suvorov. Toll took part in many battles, fought at Devil's Bridge durig crossing the Alps. On November,3,1799 he got the rank of captain by the order of Suvorov. On April,30,1800 he was promoted to the rank of major.

Karl Toll took part in the campaign of 1805 against France.

In the Russian-Turkish war of 1806-1812 Karl Toll participated in many battles and in September,1811 he got the rank of colonel.

In the war of 1812 Karl Toll was a general-quartermaster in the 1st Western Army. He took part in the battles of Ostrovno, Vitebsk, Smolensk and others. After appointing Kutuzov the Commander-in-Chief of all Russian armies Toll became the general-quartemaster of all Russian armies and participated in the battles of Borodino (and got the Order of St.George of 4th class for it), Tarutino,Maloyaroslavets,Viazma and Krasny
For all these battles he was promoted to the rank of major-general in November,1812.

Karl Toll took part in the campaign of 1813 - 1814. After the death of Kutuzov he was appointed the general-quartermaster at His Majesty. He took part in very many battles of this campaign and was appointed the general-quartermaster of Austrian Field-Marshal Schwarzenberg that commanded the united forces of the allies.
For the battle of Leipzig Karl Toll got the rank of lieutenant-general.
In 1814 Karl Toll participated in many battles and in capture of Paris.

After the end of war Toll was appointed the General-Quartermaster of the Russian Headquarters. He was present at the Vienna Congress.

In 1823 Karl Toll got the rank of general-aide-de-camp and the Chief of General Staff of the 1st Army.

In 1825 he took part in suppressing of Decembrists' uprising on the Senatskaya Square in St.Petersburg and also in suppressing other uprisings in the army in the Southern regions of Russia.

In August of 1826 he was promoted to the rank of general of infantry.
In the Russian-Turkish war of 1828-1829 Karl Toll was the Chief of General Staff of the 1st Army. For this campaign he was decorated with the Order of St.George of 2nd class and for the battle at Kulevcha he got the title of graf (count).

In 1831 Karl Toll took part in suppressing the uprising in Poland.

From January,1830 he was a member of the State Council. In 1833 Karl Toll was appointed the Chief Manager of the Ways of Communications Department .
